Carlos Puente is currently Director for Water, Energy and Environmental Projects at the National Infrastructure Fund (FONADIN) in BANOBRAS, responsible for implementation of Non Recoverable Financing Programmes (Grants and Subsidies) aimed at promoting structural change in the Water (PROMAGUA) and Integral Waste Management (PRORESOL) Sectors through Public Private Partnerships (PPP).
Working in the public sector, Carlos Puente has been Director of Project Structuring at the Ministry of Finance for the State of Mexico (2006-2010), and has held positions related to privatizations at the Ministry of Communications and Transportation (1995-1997), and to project financing of infrastructure at BANOBRAS (1997-2005).
He has also worked in the private sector as Deputy Director of Project Development at Hermes Infraestrcutura (2010-2011) and as Director of Promotora de Cultura Yaxché, an SPV responsible for the implementation of the PPP denominated “Gran Museo del Mundo Maya de Mérida”, the first museum developed through this scheme, awarded the 2012 Pathfinder Award by PPP Bulletin/PPP International.
Carlos Puente has experience of over 15 years in the structuring, implementation, development and operation of PPP projects, from financial institutions, government sponsors and the private sector. He holds a BS in Economics from the Instituto Tecnológico Autónomo de México (ITAM), and studied an MSc in Accounting and Finance at the University of Bath in the UK as a Chevening/HSBC scholar (pending degree).
