Mr Mingolla has over 27 years of international experience managing public utility projects worldwide (Water, Sanitation and Gas) in the public and private sector.
He was President of the Board, CEO, General Manager and COO in companies with up to 1300 employees in 5 Latin American Countries (Ecuador, Bolivia, Brazil, Puerto Rico and Argentina).
Most recently, since 2010, he has been working as independent consultant in several support programs of the World Bank and IDB in Argentina, Peru, Paraguay, Brazil, México, Bolivia, Nicaragua and Chad (Africa).
Professor of the Sanitary Engineering Post Graduate Programme, National University of Rosario, in the field of Water Management Utilities.
In the last year he has participated in the study “Improving service delivery for the most vulnerable in ten northern provinces in Argentina” and in a similar project in Peru.
