Biography

Cecil McMaster professional acumen spans over twenty years of experience in Information Technology leadership as an agent of change for first-class service delivery. Cecil is the Chief Information Officer (CIO) of The New York City Department of Environmental Protection, where he has successfully implemented many innovative technology solutions. He has been appointed twice as the CIO at the New York City Department of Environmental Protection, whose mission is to protect public health and the environment by supplying one billion gallons of clean drinking water daily, collecting and treating over one billion gallon of wastewater daily, and reducing air, noise, and hazardous materials pollution for approximately nine million New Yorkers. He has also served as the Director of Infrastructure at Web.com, as the New York City Consulting Practice Manager for Microsoft, and as a Vice President and Senior IT Systems Manager at Prudential Securities.

Cecil’s philosophy on developing an agile workforce to address the evolving digital paradigm is built on strong communication, education, and relationship-building among the service teams and their business partners. Cecil focuses his efforts on building strong teams to align with operational needs, and believes in not only securing assets but aligning organisational habits with IT security best practices.

Among his noted achievements is the implementation of New York City’s Automated Meter Infrastructure, a program which provides customers transparent view into their water usage while increasing the city’s revenue collection thanks to data accuracy.
