Ukraine is in the middle of a brutal conflict. Critical infrastructure has seen both under-investment and direct damage leaving water systems with significant engineering and capital needs. What security environment would be needed to facilitate investment in Ukrainian infrastructure? What are the preconditions here, and by what means could they be achieved?
